user is the default user account picture in Windows 8 (starting with build 8195), Windows 8.1 and Windows 10 Technical Preview (up to build 10102). It depicts a white abstract picture of a person looking forward on gray background. Most likely, it is was created by Microsoft themselves. Unlike in previous Windows versions, guest account uses the same picture as regular ones, but named guest.
In the folder where user.bmp and guest.bmp are stored, some other user account pictures can be found 一 user.png and guest.png, the same pictures in .png file type, and user-200.png and user-40.png, which are the same user picture in different resolutions (200x200px and 40x40px respectively). These are probably used by Metro applications as pre-rendered default user pictures.
In Windows 8 builds 8161 to 8176, the user account picture shows Bill Gates‘ mugshot.
